## Crude supply
- marine: Phillips 66 Ferndale Refinery marine terminal — The refinery's own 1,800 ft pier on the Strait of Georgia receives crude oil. NOAA Coast Pilot 10 says the pier is used for the receipt of crude oil, and the Northwest Clean Air Agency says the refinery receives crude by marine vessel, railcar and pipeline.
- pipeline: Trans Mountain Puget Sound Pipeline — Operated by Trans Mountain Pipeline (Puget Sound) LLC. Its tariff FERC No. 4.16.0 runs from the boundary near Sumas to the four connected refineries near Anacortes and Ferndale and does not name them individually. The Northwest Clean Air Agency says this refinery receives crude by pipeline and was originally designed to run low sulfur Canadian crude delivered by pipeline from Alberta.
- rail: Crude Unloading Facility at the refinery — A rail spur and railcar unloading area built in 2013 that began operating on November 18, 2014. It can unload up to 54 railcars at a time. Secondary sources give its capacity as 30,000 bpd, and an earlier rail and barge arrangement through Targa Resources' Tacoma terminal ended in September 2013.

## Product outlets
- pipeline: Olympic Pipeline — Olympic's tariffs (WUTC No. 59 and FERC No. 36.25.0) list a Ferndale, Whatcom County origin separate from Cherry Point, Whatcom County. The tariff names the place and not the refinery. The Northwest Clean Air Agency says gasoline and diesel leave the plant by pipeline, and Phillips 66 says most products are distributed by pipeline and barge.
- truck_rack: Phillips 66 Company Ferndale refinery truck rack (T-91-WA-4427) — The air permit lists a gasoline and diesel truck loading rack at the refinery, a single island bottom loading rack built in 1953 and modified in 1990. The Northwest Clean Air Agency says it ships gasoline, diesel, jet fuel and heating oil. The IRS lists terminal T-91-WA-4427 as Phillips 66 Company at the refinery's address.
- marine: Phillips 66 Ferndale Refinery marine terminal — The marine terminal ships gasoline, diesel and jet fuel, along with refinery intermediates, and the pier is also used for bunkering vessels. The air permit caps gasoline loaded onto vessels at under 10,000,000 barrels in any rolling 12 months.
- barge: Barge shipments from the refinery pier — Residual fuel oil supplies the northwest marine bunkering market. Phillips 66 says most refined products are distributed to customers in the northwest United States by pipeline and barge.
- rail: Railcar loading racks at the refinery — An LPG railcar loading rack ships LPG, butane and propane. A separate liquid railcar rack ships and receives diesel, jet fuel, heating oil and liquid intermediates and is not equipped to handle gasoline.

## Recent events
- 2026-02-20 — Olympic Pipeline mainline shut for roughly two days of maintenance-related activity, restarted evening of Feb 19, 2026; BP reported no product release.
- 2025-11-25 — A leak on BP's shared Olympic Pipeline near Everett, WA halted refined-product deliveries (including jet fuel to Sea-Tac Airport) for nearly two weeks; progressively restored through Nov 25, 2025. Shared-infrastructure disruption affecting Ferndale's product egress, not a refinery-specific event.
- 2024-08 — Dock maintenance project on the refinery pier's timber causeway. The work replaced the timber deck with concrete and the existing 677 steel and wood piles with 196 new steel piles, under a NOAA marine mammal monitoring plan. This was dock maintenance and not a refinery turnaround.
- 2019 — The Tier III Hydrotreater Unit began operation, allowing the refinery to produce gasoline meeting federal Tier III standards.
- 2014-11-18 — The Crude Unloading Facility began operating. The project added a rail spur and a railcar unloading area that can unload up to 54 railcars at a time.
