# Phillips 66 Rodeo Renewable Energy Complex (formerly San Francisco Refinery - Rodeo)

Phillips 66 Rodeo Renewable Energy Complex (formerly San Francisco Refinery - Rodeo), Rodeo, CA. 93,200 bpd crude capacity (EIA-820). Status: converted. Crude supply, outlets, events.

- Location: Rodeo, CA
- Status: converted — The plant no longer processes crude oil. The first crude unit was shut in October 2023 and the operator planned to shut the second by the end of February 2024. By 1 April 2024 the plant ran only renewable feedstocks and made about 30,000 b/d of renewable diesel. Phillips 66 reports full rates of about 50,000 b/d of renewable feedstock processing (about 800 million gallons a year) reached in the second quarter of 2024, and sustainable aviation fuel capability from the third quarter of 2024. Feedstocks are waste oils, fats, greases and vegetable oils. The county's determination allows up to 107,000 b/d of renewable and blended transportation fuels, including 67,000 b/d of renewable fuels, and the receipt, blending and shipment of up to 40,000 b/d of gasoline and gasoline blendstocks. About 12,000 b/d of renewable diesel was already running through the existing Unit 250 before the conversion.
- Crude capacity: 93,200 bpd (EIA-820)
- Operator: Phillips 66 Company
- Parent: Phillips 66

## Product outlets
- marine: Phillips 66 Rodeo Marine Terminal (San Pablo Bay) — The plant's own wharf ships renewable fuels and surplus treated feedstock. It receives renewable feedstocks (vegetable oil, tallow, soybean oil, used cooking oil) and gasoline and gasoline blendstocks. The State Lands Commission amended the wharf lease on 17 August 2023 to allow renewable fuels and feedstocks; crude and gas oil receipts ended with the conversion.
- rail: Rodeo rail rack (Union Pacific) — The Union Pacific mainline runs through the site along the shoreline. The 2021 draft environmental impact report says the butane rail loading rack beside the marine terminal is converted to receive renewable feedstock, up to 16 railcars a day. The documents describe rail as an inbound feedstock route and do not describe renewable diesel leaving by rail.
- pipeline: Phillips 66-owned products pipeline to NuStar Selby Terminal — Trade press (Argus) describes 'a products pipeline that connects Rodeo to a Phillips 66 marine and truck rack terminal on the San Francisco Bay, just south of Chevron's ... Richmond refinery' -- this location matches the NuStar Selby Terminal (formerly a Phillips 66/ConocoPhillips asset), directly supporting the graph's NuStar Selby Terminal edge.
- pipeline: Kinder Morgan SFPP (Concord / Richmond gathering) — Kinder Morgan's March 2025 Pacific Operations brochure draws 'P66 Rodeo (Renewables)' as an origin with one line into Concord Station and one onto the line into Richmond Station. Concord is the origin of the North, San Jose and Fresno lines; Richmond is the origin of the Bay Area lines. The diagram does not list products for the connection; the products shown here are the plant's output.

## Recent events

- 2024-04 — As of 1 April 2024 the plant was processing only renewable feedstocks and producing about 30,000 b/d of renewable diesel.
- 2024-01-16 — Contra Costa County approved the Rodeo Renewed project again after a revised environmental impact report. The determination says Phillips 66 pipelines 100, 200, 300 and 400 will be decommissioned in place.
- 2024 — Phillips 66's timeline for the complex: about 30,000 b/d of renewable feedstock processing in the first quarter of 2024, full rates of about 50,000 b/d in the second quarter, and sustainable aviation fuel capability in the third quarter.
- 2023-10 — The first crude unit at Rodeo was shut, cutting net crude throughput capacity to 52,000 b/d.
- 2023-08-17 — The State Lands Commission amended the 30-year marine terminal lease, which runs through 2031, to allow the transfer of renewable fuels and feedstocks and changes to the butane rail rack.
- 2023-02 — Phillips 66 ceased operations at its 44,500 b/d Santa Maria facility in Arroyo Grande, CA, which had fed semi-refined liquids to Rodeo by pipeline. The combined system's net crude throughput fell from 120,000 b/d to 75,000 b/d during the transition.
- 2022-05-03 — Contra Costa County approved the Rodeo Renewed project (first approval).
