All three tariffs (Item 7 in FERC 71.61.0 and ILCC 115; Item 6c in ILCC 116) describe a pro-rata monthly allocation of overages/shortages (shrinkage, evaporation, interface/transmix, measurement, other physical losses not due to Carrier gross negligence) among Shippers in proportion to each Shipper's share of total barrels delivered/received; detailed methodology is in Carrier's 'Product Loss Allocation' policy (Shipper Manual Section 5), which was not published in the tariff itself. 10,000 bbl minimum tender (receipt) from a single Shipper/single Tanker Supply Source for a Segregated Batch, on both the West Shore System and Badger System (Item 3); minimum delivery 5,000 bbl per Segregated Batch (reduced to 3,000 bbl during annual RVP-turn maintenance, cycles 9-12); manifold transfers under Item 17 also require a 10,000 bbl minimum tender. ILCC 115 ties its special-handling fee trigger to batches under 10,000 bbl. ILCC 116 (crude) sets no fixed minimum tender -- 'depends upon Carrier's facilities at origin and destination' (Item 3) -- except that off-spec crude must be tendered in a segregated batch of at least 10,000 bbl at a single origin point (Item 2.d). Status & ownership

Status
Two systems: the 'West Shore System' (Hammond/Blue Island/Romeoville -> Busse/Des Plaines, Granville (Milwaukee Co.) and Mitchell Field, WI) and the 'Badger System' (East Chicago/Lemont -> Argo, Harlem, Des Plaines, Rockford, Rockford Airport and Madison, WI). The MILWAUKEE-TO-GREEN BAY segment has been SHUT since March 2016 and West Shore told Wisconsin in April 2017 it will not rebuild it (WBAY/Fox11 reporting). There is NO Green Bay point in the current FERC tariff. The website says Green Bay 'receives service via the U.S. Oil Terminal (US8)' - i.e., onward by other means, not by pipeline delivery at Green Bay. Jet delivery cycles to Mitchell Field have been limited to odd cycles since Aug 1, 2020. West Shore now also files Illinois intrastate CRUDE tariffs (ILCC 112 -> 116, Lockport -> Lemont).

ILL. C.C. No. 115 covers intrastate Illinois products moves (Lemont/Des Plaines/Romeoville -> Argo, Harlem, Des Plaines, Rockford, Rockford Airport, O'Hare Terminal). ILL. C.C. No. 116 covers intrastate crude from Lockport to Lemont. No Wisconsin intrastate tariff was found.
