- Through-line has been broken since 1995 when the Confederated Salish and Kootenai Tribes declined to renew the Flathead Reservation right-of-way; products are piped Billings to Missoula, moved by rail Missoula to Thompson Falls, and re-injected at Thompson Falls for Spokane (Lewiston Tribune / Missoula Current coverage). The tariffs mirror this: no rate from Billings to Thompson Falls or Spokane, Montana points are intrastate (MT PSC 49.22), and FERC 125 starts at Thompson Falls. Moses Lake rate includes truck loading.
