- No fixed loss-allowance percentage is published. Item 75(a) of FERC 18.25.0 (draft Rules and Regulations) states that any overage or shortage not due to carrier negligence -- including losses from shrinkage, evaporation, other physical product loss and interface mixture -- is allocated on a monthly accrual basis among shippers in proportion to each shipper's barrels delivered from the system. Transmix is handled separately (Item 75(b)): retained in carrier custody, sold, and proceeds allocated pro-rata, net of transportation charges. - Minimum batch
- Joint/fungible batch: 25,000 bbl minimum at all origin stations. Segregated batch: 75,000 bbl minimum for delivery to Colonial Pipeline Junction, or 50,000 bbl minimum for delivery to Baton Rouge Product Station. A Segregated Batch plus required buffer material may not exceed a combined 115,000 bbl. Carrier reserves the right to allow smaller/larger volumes for optimum system utilization. Status & ownership

- Two segments: a 24-inch line Norco-Garyville-Baton Rouge (in service May 2006) and an existing 16-inch line Convent-Baton Rouge. The joint through-rate tariff with Colonial (Colonial FERC 100.x) was CANCELED effective 2026-09-01 by Colonial FERC 100.47.0. Bengal now publishes only proportional rates to interconnects at Baton Rouge (FERC 19.25.0) and a local Exxon Mobil PL Junction to Colonial Pipeline Junction rate (FERC 20.16.0).
- Ownership
- The operator website describes Bengal Pipeline Company LLC as a JV of Colonial Pipeline Company and Shell Midstream Operating LLC. After Brookfield bought Colonial Enterprises (closed 2025-07-31), Shell's current Bengal stake was not verified. The 2026 tariffs are issued by Adam Wolfe, President, at Colonial's Alpharetta address.

- All Bengal points are in Louisiana, but its tariffs are FERC-filed because movements continue interstate via connecting carriers (footnote 1 limits service to interstate movements). No Louisiana-only tariff was found.

Rates are pipeline line-haul transcribed from published FERC tariffs; every figure cites its tariff and item. Cost to serve (netback) adds origin spot price and destination fees. "Confirmed" links match a tariff delivery point to the facility; "same city" means the point is in the facility's city — plausible, not proof; "per research" means the facility's research profile names the pipeline as an outlet.
