Enterprise TE's own local tariffs state Carrier is accountable for delivery of 100% of the original shipment tender -- i.e., no shrinkage/loss-allowance percentage is deducted on Enterprise TE's own system (FERC No. 55.89.0 Item 55, motor fuel/distillate/diluent; FERC No. 54.77.0 Item 60, propane/butanes/buffer material; FERC No. 58.15.0 measurement item, jet fuel). The ONLY explicit Pipeline Loss Allowance found across the 4 tariffs read is on the JOINT tariff with Magellan Pipeline Co. (FERC No. 61.12.0): one-tenth of one percent (0.1%) of all volumes moved under that joint rate is deducted and retained by Enterprise TE to cover shrinkage/evaporation losses on MPL's and Enterprise TE's facilities. FERC No. 55.89.0 (main local tariff), Item 65 Minimum Shipment: 50,000 bbl at origin generally; Common Shipments accepted in 10,000 bbl tenders if the aggregate batch reaches 50,000 bbl; Shreveport LA destination minimum 15,000 bbl (Motor Fuels); Clermont IN origin minimum 20,000 bbl; Memphis-area destinations (Exxon/Lion Oil/WesPac) minimum 15,000 bbl; Indianapolis Area/Griffith IN destinations minimum 15,000 bbl (Motor Fuels) or 20,000 bbl (ULSD); Princeton IN or Seymour IN destinations minimum 5,000 bbl. Status & ownership

Status

Per the Enterprise FY2025 10-K, the system mainly moves refined products from the upper Texas Gulf Coast to Seymour, IN. Segments from Seymour run to Chicago, Lima OH, Selkirk NY and a point near Philadelphia. EAST OF SEYMOUR THE LINE IS PRIMARILY NGL SERVICE (propane/butane tariff 54.77.0 covers the Northeast). The current refined-products tariff 55.89.0 (eff 2026-07-01) has NO Chicago, St. Louis, Lima or Northeast refined-product destinations. Its northern Indiana points (Indianapolis, Speedway, Griffith, Princeton, Seymour) are fed from the south and from a Clermont, IN origin; a 2018 open season repurposed a 14-inch line that originates in the Chicago area. Zionsville, IN carries a [C] (cancel) mark in Item 65 and no longer has rates. The 2018 tariff index listed 'Beaumont - Centennial Pipeline' and 'Chicago, IL' destinations; both are absent from the current tariff. Jet fuel moves only on the separate Lima, OH -> CVG airport line (58.15.0). 55.89.0 defines 'Jet Fuel' but has no jet rate item.

Ownership

TE Products Pipeline (ex-TEPPCO / TE Products Pipeline Company, L.P.) has been wholly owned and operated by Enterprise Products Partners since the 2009 TEPPCO merger. Tariffs are issued as 'Enterprise TE Products Pipeline Company LLC'. Enterprise FY2025 10-K: ~2,770-mile system = 2,650 mi FERC-regulated interstate + 120 mi unregulated intrastate Texas. Joint tariff 61.12.0 is with Magellan Pipeline Company, L.P. (now ONEOK). Centennial Pipeline (50% Enterprise) is a separate, idled system - see centennial-pipeline.json.

Intrastate

The Enterprise FY2025 10-K cites 120 miles of unregulated intrastate Texas pipeline within the TE system. No Texas RRC tariff for TE products was looked up. The Orange, TX truck rack (T-76-TX-2851) presumably sits on that intrastate/proprietary piece; it is not a point in any FERC tariff reviewed. Several Texas points in 55.89.0 (Port Neches, Beaumont, Red Bluff, etc.) are origins only.
