Status & ownership

- All FERC and CPUC tariffs were reissued effective 2026-07-01 (2026 index). Western Gateway Pipeline (Phillips 66 and Kinder Morgan): a new Borger TX to Phoenix line, with SFPP's Colton-to-Phoenix West Line segment to be REVERSED to flow east-to-west into California. Target in-service mid-2029 (press/project page; not yet in tariffs). The West Line shut temporarily in January 2025 because of the Southern California wildfires. Origin supply is changing: Phillips 66 Los Angeles refinery closure (announced for late 2025; not verified this session) and Valero Benicia idling after April 2026 (industry press; Benicia is a CPUC 161 origin).
- Ownership
- SFPP, L.P. (ex-Santa Fe Pacific Pipelines) is a wholly owned Kinder Morgan subsidiary, part of Kinder Morgan Pacific Operations. The 'System' has four parts per FERC 194 Item 10.18: East Line, West Line, North Line and Oregon Line. The Colton, CA to Las Vegas, NV leg is a separate Kinder Morgan carrier, Calnev Pipe Line LLC, reached through the Calnev/SFPP joint tariff FERC 34.17.0. Nevada terminals linked to SFPP in our graph are really Calnev destinations.

- Most SFPP delivery points in California are INTRASTATE, under CPUC tariffs: Cal PUC No. 159 (rules), No. 160 (South/West) and No. 161 (North), all effective 2026-07-01 under Advice Letter 56-O. Intrastate Portland-Eugene OR moves fall under the Oregon Line Transportation Policy, Issue 12 (eff 2025-05-01). Calnev also has Cal PUC No. 17 and No. 21 (intrastate rules and rates), which we did not read.

Rates are pipeline line-haul transcribed from published FERC tariffs; every figure cites its tariff and item. Cost to serve (netback) adds origin spot price and destination fees. "Confirmed" links match a tariff delivery point to the facility; "same city" means the point is in the facility's city — plausible, not proof; "per research" means the facility's research profile names the pipeline as an outlet.
