Crude slate
Mixed slate: Canadian crude via the Trans Mountain/Puget Sound pipeline, light sweet Bakken crude by rail, and Alaska North Slope plus foreign crude (formerly including Russian barrels, halted by the 2022 import ban) by marine tanker.

| Direction | Mode | Route | Point / origin | Products | Source |
|---|---|---|---|---|---|
| crude in | pipeline | Trans Mountain Puget Sound Pipeline Operated by Trans Mountain Pipeline (Puget Sound) LLC. Its tariff FERC No. 4.16.0 runs from the boundary near Sumas to the facilities of the four connected refineries near Anacortes and Ferndale. The refinery's 2026 air permit Statement of Basis says Tank 62 was used as an emergency surge vessel for crude oil from the Trans Mountain Pipeline. |

| crude in | rail | Crude Railcar Offloading Facility The Crude Railcar Offloading Facility has an offloading rack on four parallel tracks and started up on September 4, 2012. A separate Feedstock Unloading Facility unloads catalytic cracker feed from railcars. The serving railroad is not named in the permit record. |
North Dakota (Bakken) and the central United States | crude | source |
| crude in | marine | Tesoro Pier, March Point The 2026 air permit Statement of Basis lists marine receipts of crude oil and process intermediates such as catalytic cracker feed. In 2021 the refinery imported nearly 9 million barrels of Russian crude, about a fifth of its throughput. That ended with the 2022 U.S. ban on Russian oil imports. |

| products out | pipeline | Olympic Pipeline Olympic's tariffs (WUTC No. 59, effective July 1, 2026, and FERC No. 36.25.0) carry an origin point at Anacortes, Skagit County. The tariff names the place and not the plant, and the origin also serves the neighbouring refinery. The refinery's 2026 air permit Statement of Basis lists pipeline shipments of finished fuel products. |

| products out | truck rack | Tesoro Refining & Marketing Company truck rack (IRS terminal T-91-WA-4428) Two lanes, four loading positions and twelve loading arms. Capacity is 6,000 gallons per minute and 1.68 million gallons per day sustained. The rack is fed by piping from the refinery's storage tanks, and the air permit allows only gasoline, including blended ethanol, and diesel to be loaded. |

| products out | marine | Tesoro Pier, March Point The 2026 air permit Statement of Basis lists marine shipments of finished fuel products, blending components and process intermediates. NOAA Coast Pilot 10 gives the pier 974 feet of berthing space with 45 feet reported alongside on the north side, and 820 feet with 38 feet reported alongside on the south side. The sources do not name the product grades shipped. |

- North side (outside berth): 974 ft of berthing space with dolphins, 45 ft reported alongside.
- South side (inside berth): 820 ft of berthing space with dolphins, 38 ft reported alongside.
- The refinery's 2026 air permit Statement of Basis lists marine shipments and receipts of crude oil, process intermediates such as catalytic cracker feed, blending components and finished fuel products.

Olympic Pipeline mainline shut for roughly two days of maintenance-related activity and restarted the evening of Feb 19, 2026; BP reported no product release. Another shared-pipeline disruption affecting Anacortes's product egress route. source

outage
A leak on BP's shared Olympic Pipeline near Everett, WA halted refined-product deliveries (including jet fuel to Sea-Tac Airport) for nearly two weeks in November 2025; the line was progressively restored through Nov 25, 2025. This is a shared-infrastructure disruption affecting all Puget Sound refineries (including Anacortes) that inject product into Olympic Pipeline, not an Anacortes-specific outage. source

regulatory
The Northwest Clean Air Agency issued construction order OAC 1222a for the Clean Fuels Upgrade Project without the new boiler, the aromatics recovery unit, its tanks and the marine vapor control system. Those units were not built. source
Rates are pipeline line-haul transcribed from published FERC tariffs; every figure cites its tariff and item. Cost to serve (netback) adds origin spot price and destination fees. "Confirmed" links match a tariff delivery point to the facility; "same city" means the point is in the facility's city — plausible, not proof; "per research" means the facility's research profile names the pipeline as an outlet.
