Fire broke out in one of the processing units at the Phillips 66 Borger Refinery around 11:20am; two employees were injured and life-flighted to hospital; fire extinguished by 1:00pm; the refinery continued to operate. source

Ownership

WRB Refining LP was formed in 2007 as a 50/50 joint venture between Phillips 66 and Cenovus Energy, owning the Borger, TX and Wood River, IL (Roxana) refineries, with Phillips 66 operating both. On September 9, 2025, Phillips 66 announced a $1.4 billion agreement to acquire the remaining 50% interest from Cenovus, ending the ~18-year JV; the deal was expected to close in Q4 2025, giving Phillips 66 full ownership of Borger (149,000 bpd) and Wood River (345,000 bpd). Reporting from around October 2025 describes Phillips 66 'gaining full control' of both refineries, so full ownership should now be in effect, though a definitive closing announcement was not located within the research budget.
