  1. 2025-09 outage

    Wisconsin DNR alleges more than two dozen violations of state air-pollution-control laws at the refinery; a regulatory enforcement matter, not a physical production outage. source

  2. 2023-06 turnaround

    Refinery reached full operations after a five-year, $1.2 billion rebuild following the 2018 explosion. source

    An explosion and fire occurred at about 9:58 a.m. during a maintenance shutdown. About 17,000 barrels of hot asphalt spread through the refinery and ignited at about 12:00 p.m. 36 refinery and contract workers were injured, 11 with OSHA recordable injuries. Property damage was about $550 million and the City of Superior evacuated 2,507 residents. The refinery shut down for a multi-year rebuild. source
